Minutes of the Meeting October
1, 2007 held at the State Office.
Present: Mike Gove; Bill Fuller; Wim

Motion made to accept meeting minutes from May, June,
and August with corrections. All approved.
Reports
Executive Vice-President: Frank mentioned
a fundraiser to support the scholarship fund. The possibility
of a golf tournament was discussed.
Vice President Travel: Jim reported
that overall the number of children for ODP tryouts
was very good. U-13 girls had about 200 and U-13 boys
had about 180 kids. Callbacks will be starting in a
couple of weeks. Indoor Cup applications are now online.
Outdoor cup rule change proposed by Jim Kuntz for “Forfeit
fee to go up to $500 from $250 and no home games the
first two rounds of the following year for National
Championship Series. $500 forfeit fee and no advancement
for the Fast Fixin’s Challenge Cup. Seconded by
Wim. All approved. Outdoor cup start date April 5th
& 6th.
Vice President Recreation: Kohl’s
Cup October 20th and 21st, cancelled due to lack of
participation. A total of 15 teams registered, but there
were not enough teams in any one age group. There was
a lengthy discussion as to what possible time of year
we could hold a similar tournament. District reps were
asked to bring feedback from their leagues to the next
meeting; possible weekend would be the first week in
December 2008.
Treasurer: Net income is up along
with the revenue. Expenses are down approximately $200,000.
Ned said he hoped to have a trial balance in November.
Registrar: Fall 2007 registration
fees due today. Donna was named Region 1 Registrar as
of 10/01/07.
SYRA: The new supplies are in and
Jeff is trying to get all of the classes rescheduled.
An instructional youth module will be up and running
at the Nov. clinic. The last clinic for 2008 is this
Sat & Sun in Danville. Registration nights will
be beginning soon. All registering referees will be
filling out risk management forms to mirror what EPYSA
does. The Referee Association is taking names for the
ODP tournament in June and will be accepting nominees
for Youth Referee of the Year ages 19 & below.
Exec. Director’s Report: Youth
Soccer Month was in September. Governor Rendell declared
this for the State of Pa. and we have received proclamations
from 13 counties. The workshop will be held Feb 2nd
at USTC. AGM will be held March 9th. October edition
of the Touchline will be online. The ODP list of the
players who made the National Pool will be available
on the website.

6. They had 16 High School kids complete a referee course.
500 kids registered for Soccer Start in Allentown.

8. Kohl’s Cup in Solanco was a success. Lanco
League is up and running. Hempfield Fall Classic is
Nov. 17th, 530 teams are registered to date.

14. Southern Chester County starting up a program for
Hispanics in the area. The borough of West Chester United
is starting up an after school program in the borough
with corporate sponsorship.

17. Merger meeting talks continue with four major clubs
to form a premier club. E-course coming up and we are
trying to put together a D-course.
President’s Report: We have
some new risk management issues to deal with. Because
the clubs are now able to request us to run E7 background
checks on any or all of the their members, we will need
to have a policy on what exactly we will handle and
the club themselves will handle. We need to have a resolution
for this before the next meeting and we need to get
this out to every league and club so they will know
how to handle issues regarding background checks. Also,
we have a lot of new policies and we need to put them
in one place.
New Business: October 14th is the
deadline for tournament applications.
Good of the Game: Mike Gove was wondering
if we could put the Alfred Kleinatis report on how to
deal with severe weather on our website, especially
to help referee’s and tournament officials dealing
with lightning and storms.
