Minutes of the Meeting February 5, 2007 held at the State Office.

Motion made to accept the meeting minutes for December with corrections, all approved.

Reports
Executive Vice-President: Not present.

Vice President Travel: ODP is making their final cuts. Cup draw is on Feb. 15th from 7-9, Challenge Cup 5-7 no seedings, just the draw.

Vice President Recreation: Bob said he is exploring the concept of a Rec. State Cup. There are other states that do this as a one-day event. Bob is targeting Oct 20th and 21st. Scores would be kept, and they need a sight to host the tournament. At this time a motion was made by Laura and seconded by Wim, to explore the possibility of Rec. State Cup, with a detailed proposal by the April meeting. All approved.

Treasurer: The year-end budget is being sent out this week for the AGM. There is a surplus of $171,000 this year and we are expecting another small surplus next year. Ned will go over the budget in detail at the AGM. Ned made a proposal to increase the contribution to the 401K Pension Plan by 3%.

Registrar: Donna said the attendance was good at the workshop. Youth Leagues announced some new changes. SEE ATTACHED. Donna presented her proposed by-law changes. SEE ATTACHED. The by-law concerning the secondary player was defeated. The second by-law change concerning roster size revision was approved unanimously.

SYRA: Training for 2008 has begun at Twin Valley High. Sandra Serafini is the guest speaker. All dates and locations are posted on the website. If any young officials in your area would like to attend ODP Regional play in June at Rider College please have them contact Cindy.

Exec. Director’s Report: Charlotte thanked everyone who came and helped out. The attendance this year was good. She also thanked all the clinicians. Most of the classes were filled, 14 attended the assignor’s course, and 68 for the tournament meeting. The AGM is March 11th at the FT. Washington Holiday Inn at 10am. There was only one nomination for Service to Youth Award, Ron Baldino, with Top Soccer. Volunteer of the Year Chuck Catanig, Ridley Soccer. Boys Coach of the Year, Biff Sturla, and Girls Coach of the Year, Sean McCafferty. EPYSA earned $145.00 from “Soccer Her Best Move” the video. All numbers are in from outdoor state cups. This year we have 555 teams registered to play and last year we had 498. Motion made by Wim and seconded by Dave to deny entry to any team in the state cups that did not meet the Jan 31st deadline. All approved. There is a girls’ symposium this weekend worth 2 CEU’s, for coaching U-16 and U-17’s. Information is on the website. Mike Barr is trying to resurrect the day camps, please contact the state office if you have any clubs that are interested. We are planning on co-hosting a National Coaching C-Course with the state of New Jersey.

President’s Report: Cindy is going to be forming a group that will re-do the curriculum for the intermediate clinics. Tom asked for a nominating committee for elections at the AGM. Wim, Laura, and Rick volunteered.

District Report:
1. Taking applications for Spring League. United Junior hosting a 4x4 Soccer tournament in July.
2. Not present.

5. Upper Bucks held two referee courses that were both full. Spring League registration is open.
6. Lehigh Valley is holding three referee courses. Talking about bringing back League Select.
7. Spring registration is under way. Wilson Soccer League was recognized in the NCAA Soccer Journal for donating $4,000 to the Katrina victims.
8. Just finished up spring registrations. Snowflake league was cancelled. Two referee courses coming up in Feb. and March. PA Classics Showcase is being held Feb 24th and 25th. The Toyota College Showcase is being held at East Petersburg, April 21st & 22nd. Red Rose Classic is accepting applications.

11. Just handling some coaches’ complaints. Need consistent refereeing at the State Cups. Offering a spring rec. league. They offered their fields for use of state cups or ODP.

13. Concerns about the ref classes being one-third adults, and two-thirds kids. Would like to see some ODP try-outs in their area.
14. Spring League had 700 players registered. Southern Chester County hosting a Spring Tourn. 6/2 & 6/3. They have plans on purchasing their own fields.

17. York USA has a new web site. YORKUSA.ORG. They are accepting applications for York Cup Classic May 19th & 20th.

Old Business: Wim reported on the new tournament guidelines which will be posted on the website, and were handed out at the meeting.

New Business: The Brazilian Women’s Soccer Team is coming to Phila. and is interested in playing the Villanova Women’s Soccer Team. Villanova and PAGS asked us if we would sponsor the event. Motion made to sponsor the team for $10,000 was tabled until we get more information.
Good of the Game: Lenape Valley Soccer Club joined hands with RUSH to be called the Pennsylvania Rush.

Youth League Changes:

The 2007-2008 EPYSA Registration system has several improvements:

1. When the rec organizations go to do 2007-2008 Step 1: Start the New Soccer Year, once they enter their club's name, they will be taken directly to the age group labels they created last time. They can then modify the labels as they choose for their first season in the 2007-2008 soccer year. They will not have to create all their labels from scratch as they had to do in previous years.

2. The 2007-2008 Risk Management Registration form has been improved.
a. The process to enter multiple positions for one individual has been simplified.
b. Any individual will now be able to modify his e-mail address, home address or phone number at any time during the year by going back to his own 2007-08 Risk Management form. Club registrars also will be able to change this information on any of their club's risk management forms.

3. In the 2007-2008 Rec Databases where each club has their own database, the Primary Rec Registration Contact will be able to add an unlimited number of users with access to that club's database. This feature is now offered to our rec members at no cost. It will help clubs who want to give age group coordinators or registrar of girls or boys or even individual coaches access to the system. The amount of access each person has also can be controlled. Some may only need to view data or rosters, others may need to build teams. The club determines who gets how much access, but only to that club's data.

The system will be open by March 15 for those who want to get started. In March, a mass e-mail will be used to send the links to our rec members. Travel Team Registration will open in May. Links for 2007-2008 will be posted in blue on the EPYSA website Online Registration page.

B. Roster Size
A team playing eleven (11) players a side may not have more than 18 youth players on its roster at any given time during the seasonal year; and a team playing eleven (11) a side may not have fewer than 7 youth players on its roster at any given time during the seasonal year. A team playing less than eleven (11) a side may not have more than two times the number of players played or less than one time the number of players played plus one on its roster at any given time during the seasonal year.

A team playing less than eleven (11) a side may not have more than two times the number of players played or less than one time the number of players played plus one on its roster at any given time during the seasonal year. The game day roster for a team playing 11 v 11 may roster a maximum of 18 youth players.

For teams playing 8 v 8, the team roster may have a maximum of 14 youth players on its roster at any given time during the seasonal year and a minimum of 5 players.

Section 8 (Secondary Player Status)
a. (Status) - A player may register with more than one team during the same registration year. At initial registration, the player must declare the team on which he/she will have primary status. The player will be considered a secondary player on any and all other teams with which the player registers, provided the proper paperwork is completed.
b. (Responsibility) - Any player registered to more than one (1) team must participate in the game played by the team with which the player is a primary player in order to qualify him/herself as a player on the team to which he/she is registered as a secondary player if both or all teams have games scheduled on the same day.
c. (Exception) A secondary player may be granted written permission to
participate in league, non-league games or tournaments with a
team on which the player has secondary status by the coach of the
team, which the player has primary status, providing both teams
are not in the same competition.
