Minutes of the Meeting October 2, 2006, held
in Harrisburg.
Present: Barry Rose; Wim Roset; Mark Yocum; Dave Edgecombe;

Moran. Also attending several guests from CPYSL.
Motion made to accept the meeting minutes for August
with corrections, all approved.
Reports
Executive Vice-President: Not present.
Vice President Travel: Jim reported on ODP try-outs.
Check the website for times and locations for callback
dates on the various age groups. Participant numbers
were up with both the girls and boys.
Vice President Recreation: We have only had two grievances
since the season started. There has been a lot of success
with the Rec. Festivals held this year. America’s
Cup will facilitate anyone willing to have a festival
in there area. This year the State Senate gave us a
proclamation for Youth Soccer Month. It is time to renew
the conflict of interest policy. All board members need
to sign and return it by the November meeting. We have
been contacted by US Youth Soccer office to do a show
for the Fox Channel on Bobby Convey.
Treasurer: Ned was not present in observance of Yom
Kippur. Our audit will begin the end of October. We
are using a new firm this year, Todd Stilow & Co.
Registrar: Fall registration and all paperwork and
fees our due into the state office today.
SYRA: There are two more intermediate clinics left
in the Scranton/ Wilkes Barre area Nov. 4th and Nov.
5th in Danville. If any referees need hours of training,
these are the last two. All registrations were sent
out from the main office in Chicago. Cindy stated that
they would be coming out to the chapters to get all
of the referees registered. We need nominations for
a male and female Youth Referee of the Year, please
e-mail Cindy if you have any candidates, so they can
come out and take a look at them. Cindy recommended
that you take a look at the website to see when the
local chapters hold there meetings so the referees can
get in there additional hours.
Exec. Director’s Report: Indoor Cup applications
are online. Registration closes at midnight, no exceptions!
Burger King is the official US Youth Soccer quick service
restaurant and is looking to do some local sponsorship.
A reminder to everyone that the US Soccer Federation
grant foundation applications can be located online.
The EPYSA workshop will be held at USTC on Feb. 3rd.
Charlotte has asked Jerry Smith and Brandy Chastain
to participate; she is waiting to here back from them.
President’s Report: Thank you to CPYSL for hosting
the board meeting.
District Report:

3. UDSC.ORG has an article on the home page listed as
“Breakfast” about kids and parents; pass
it along. Intramurals are up and running. The referees
have been instructing some of the younger referees during
the games.

6. Wim asked if there were any states that had geographic
boundaries listed. No one said they new of any.
7. Is there any way to tie Rec. in along with travel
so that you can register the player just one time? Is
there any way to flag or warn if that player is registered
on in one or the other? Donna will check to see. Lebanon
Valley is going to offer a Spring League this year.
8. Fall league moving along, registration starting for
Snowflake League.
9. CPYSL 3rd Annual Silent Weekend generated huge press.
Someone from California contacted them about running
one, and Rush Limbaugh also contacted them on the radio.
They also received some local articles with very positive
responses. The local township supervisor from Hampden
proclaimed Youth Soccer Month for them. Hoping to get
recognition for the Hershey U-14 girl’s team that
did well at Nationals. One club, HMMS, received a small
grant to refurbish their fields.

11. Windsor County fields were severely damaged. Whitewater
got rained out on Sat. Girls played on Sunday. PAGS
wants to fine them because their fields are not playable
for league games.

14. The mayor of West Chester did proclaim Youth Soccer
Month. Delco Soccer League spring registrations coming
up soon. Winter league U-15 to U-19 they are putting
something together. Is there a policy regarding the
length of tournament games? We shorten them for the
older age groups but not for the younger kids who are
still playing full length. PAGS player development is
open for registration. Out of state clinics for referees
must be approved by Jeff DeLuca. Can a league ask the
assignor for a list of referees that are not showing
up at their games? No but the assignor should notify
the SYRA.

17. A record number of 165 teams were signed up for
league play. League is off to a good start with only
couple of complaints.
Old Business: District commissioners were polled to
get their results on the 2-year pass.
District 2,14, & 17 were yes. District 3.6.9&
11 were no. District 8 & 10 not sure.
New Business: Governor’s Cup play between the
East & West is waiting for approval. US Futsol would
like to hold the state championships at USTC; they are
open to any team. They are also looking for an at large
bid to host the National Championships. They will not
interfere with Indoor State Cups.
A motion was made by Dave Edgecombe asking for the Outdoor
State Cup fees to be raised from $150 to $160 for the
National Championship Series and $130 to $140 for the
Challenge Cup. Seconded by Joe. All approved.
We have received two sponsorship checks, one from Adidas
in the amount of $10,000 and M & T Bank in the amount
of $3,000.
