Minutes of the Meeting February
6, 2006, held in Allentown.

Motion made to accept the meeting minutes for December,
all approved.
Reports
Executive Vice-President: Frank attended two Indoor
State Cup events, the U-10 &U-9 at Iron Lakes, and
reported that everything went well. He also reported
on the Lehigh Valley Soccer Scholar Athletic Banquet.
About 40 HS Seniors attended and Jeff Tipping was the
speaker.
Vice President Travel: No report.
Vice President Recreation: Bob stated that he would
be glad to attend any meeting for any League or Club
that he gets an invitation to. We will be holding the
rec. festivals again this year. Haverford has one scheduled
for May. Youth Soccer Month is coming up soon please
contact him now if you would like to hold a festival
in your area. Bob feels EPYSA has a problem facilitating
the older rec. player. Anyone that has a rec. program
age U-12 and above, please e-mail him and let him now
how they run there programs, because we are losing players.
Treasurer: Ned handed out the new budget. He reported
that we are slightly in the black. We cut expenses dramatically
without cutting benefits to our players. Sponsorship
is still weak. Investment area is still weak. Revenue
center 107 was dropped, that was the High School Classic.
There is also a substantial reduction in the ODP costs,
dept. heads were cut, and also the fees were raised.
Major events budget is zero because we don’t know
if something is going to come along or not. Newsletter
changed because we only print one issue a year and the
other three we will be doing electronically.
Registrar: Not here.
SYRA: There are more continuing education courses being
offered, please check the website the information on
each of them is posted. Mike Zdianski has been chosen
as the Male Youth Referee of the Year.
Both the Adult and Youth Boards have approved the new
referee fees. The change in fees was minimal and will
not start until Sept. 2006.
Exec. Director’s Report: Charlotte reported that
we have a record number of teams accepted. 276 for the
Challenge Cup and 225 for the National Championship
Series. Feb. 13 is the cup draw. No 8 v 8 teams entered.
Indoor Cup number are also up. The workshop is March
4th at USTC and we have many great presenters, please
check website for names of clinicians and times. The
AGM is Sunday at the Ft.Washington Holiday Inn luncheon
afterwards. Region I girls symposium in Delaware Feb
10th & 11th.
President’s Report: Tommy appointed a three member
nominating committee. Marty O’Donnell, Wim Roset,
and Rick Tompkins.
District Report:
1. Not here.
2. We have 4 or 5 referee classes scheduled 2 Grade
8 and 2 Grade 9.
3. Two referee clinics and E-courses coming up
4. Grade 8-referee course scheduled in March. Pennsbury
High School has a NCSAA State Diploma Course on April
22nd. Hulmeville had grade 8 ref course filled to capacity.

6. Parklandareasoccer.org Futsol Tournament March 18th
& 19th. Jeff Tipping is doing a coaching seminar
for the Lehigh Valley soccer coaches on 3/25/06.
7. Referee course scheduled this month. The incident
that was reported last month was handled by their league,
and the coach and been turned in to EPYSA. Rec. to change
its software to include U-11. They would like to see
the player’s pass be issued every 5 years instead
of one.
Indoor cups at Body Zone went well it was u-11 girls.
8. Coaches E-License Clinic well attended. Red Rose
Classic 1st weekend in May, info on website at RedRoseClassic.com.
9. Working on ref. course. HampdenGirls.org Tourn. on
Memorial Day weekend. The senate is trying to abolish
HB 2383, which are fees on background checks. Also,
trying to pass HB 2391, which makes it a felony instead
of a misdemeanor to anyone who fails to report a suspected
child abuser, and it will include jail time and fines.

13. Northern part of state has 112 teams for Spring
Season. Tw3o grade 8 referee courses being offered.
Have questions about database. Have many complaints.
Felt like the errors are not being corrected. They have
8 items they are concerned about. Tommy asked that they
be turned in to the state office.
14. Southern Chester County 30th annual Spring League
Fundraiser. Tourn. & Travel teams, 1st weekend in
June.
15. No report.
16. They are having a problem getting their stuff from
Tech Youth Goals. Ref. course in Towanda. Valley Youth
Soccer has 5 fields under construction.
17. Spring Leagues sign-ups. York Cup May 21 & 22nd.
New Business: Award nominations were handed out and
everyone voted. Charlotte reminded everyone that the
EPYSA Outdoor State Cup substitution rules state that
U-15 and above are playing with no re-entry in the half,
the same as the Regional rules. This means you dress
18 players and hand the referee the 1st 11 passes, and
the second half 11 player passes again. Each time a
new player is subbed, he hands the referee his player
pass before he enters the field.
Old Business: Frank receiving responses for Day Camp
Programs. Rick working on language on Bills, will notify
us when they change. Vic asked about field situations,
no word yet, tied up in politics. Wim asked if any districts
were offering club passes. Lehigh Valley is not doing
them
Good of the Game: Lehigh Valley guest at the meeting
was Marty O’Donnell. Blue Mountain collected $8,108
for Katrina Fundraiser. Also, EPYSA will be collecting
deflated soccer balls at the AGM and night at the Kixx’s
to be donated to Iraq. Three EPYSA players have been
drafted to the MLS. Jeff Curtain, Tony Donatelli, &
Brian Devlin.
