Minutes of the Meeting November 7, 2005.

Motion made to accept the meeting for August and October
all approved.
Reports
Executive Vice-President: Frank attended the
break out meeting for the referees. They addressed the
housing situation for the referees in Virginia and also,
they have a new dress code for the officials attending
the parade of the states, which includes a collared
dress shirt.
Vice President Travel: Jim Kuntz attended the
break out meeting for Cups. Jim said they covered basic
housekeeping items and discussed the substitution rules
for U-15 and above.
Vice President Recreation: Bob was working out
of town. He has been on assignment in Chicago since
July 11th.
Treasurer: Ned attended the breakout meeting
for Top Soccer, which has a budget of $34,000 available
for the year. They plan on holding a jamboree style
tournament On a National level; Uniroyal is no longer
the sponsor for TopSoccer. Ned stated that there was
a cash balance report available as of August 31st. The
un-audited version of the year-end report will be available
in the next couple of weeks. The audited one will be
done in January. Ned stated that the cash balances were
starting to come up again. The financial committee met
and they decided to do in regards to investments. The
board has a policy for investing, so they will be investing
in high quality investment grade bonds. The whole committee
will have to approve each investment.
Registrar: Donna attended the break out meeting
for the registrars. They discussed how other states
handle registrations. They worked out questions between
Delaware and EPYSA. Region 1 is trying to develop a
standard form for registration.
SYRA: Attached is a report outlining the hours
of training necessary each year for the referees. The
only major changes are that in the chapters, they have
dissolved the three-hour mini clinic. They will now
have five clinics that are each five hours of training.
The dates and times of the clinics are listed on the
report, which went out to all of the registered referees.
It was also mentioned that there was no clinic listed
in the Williamsport area for 2006. Also, Sandra Serrafini,
a National Referee out of North Carolina is coming to
Twin Valley High School for a women only referee clinic.
They are in the process of making a selection for referee
youth of the year, and they are also making selection
for ODP and Regional tournament officials.
Exec. Director's Report: This year the 59th
annual NCAA convention is going to be held in Phila.
Jan 18th through the 22nd. We are selling a special
$10.00 ticket for the event of which $5.00 goes to EPYSA.
This gets them into Saturday's convention and exhibit
hall and also entitles them to two sessions with Tony
Waiters. The information will be up on the website,
the tickets will be sold out of the office. You may
also, take some on consignment. The idea is to get as
many people as we can to go, youth or adults can go.
Charlotte and Steve Baron are working on a contest for
the kids in conjunction with the civility program. The
kids will submit an essay and logo and the winner will
be chosen and patches will be made up and the winner
will brought to the AGM. We will reward teams with good
behavior with this patch. Coaches of the Year have been
chosen and they will be receiving letters this week.
Wim made a motion per Charlotte to extend the deadline
for registration for two weeks. Seconded. Motion Carried.
For the cups, any team that has not sent in their check
prior to the draw will not be included in the draw.
Our new Bank is M & T. They are offering anyone
that opens up an account between now and Dec 31st, a
$100.00 bonus, with a select checking account.
President's Report: Tommy went over his Presidents
meeting he attended in Rhode Island. He went over policy
212. USSF told USYSA that they need to open up all there
programs to everybody else including AYSO, US Club,
etc. Tommy explained that two different task forces
were formed to find out if we would leave the federation.
This is not going to happen. Tommy wanted to make sure
that if you hear any rumors that we are leaving the
federation, it is not true. Tommy asked for a motion
to raise the fee for the cups. The region has been assessed
another $1,500 fee for the referees. It comes out to
be another $18 per team that we would have to put out.
Discussion followed. Wim made a motion to raise the
fee for the National Championship Series Cup from $135.00
to $150.00 and the Challenge cup fee $5.00 per team.
Motion seconded. All Approved.
Tommy wanted to make sure that everyone understands
that 8v8 for the U-12's, they can enter as an 11v 11,
or as an 8v8 they can only enter one. If you have an
18-man roster and you chose t enter 8v8, you have to
cut down to 14.

11. Concerns about Northeast Travel U-19 teams have
no other teams to play.

13. A coach named Rob Eaton of "Second To None"
is starting up a US Club Soccer program. He has approached
the NorCenPenn SL BOD and asked them if they would be
I interested in using the facility for league games
and playoffs, and if they would be interested in making
their league US Clubs. The matter will be discussed
with the board later this month.
Vic Engel, District 13 Commissioner and I have both
reviewed the minutes of the November EPYSA BOD meeting
and feel that the District 13 Report needs to be extensively
revised. It currently reads "A coach named Rob
Eaton is starting up a club in the Lock Haven Area."
Please correct it to read:
"District 13 has serious concerns about the revised
recertification requirements for referees in their area.
Due to the vast geography of the district, they have
been holding at least 8 two-and-one-half hour training
sessions all over the district to allow their referees
to meet the 5 hours of annual training requirement before
taking the test. Also if a referee failed the test,
they were given a repeat opportunity to take it. The
new rules will now force District 13 referees to attend
5 one-hour training sessions instead of 2 two-and-a-half
hour sessions. This will be a great hardship for them.
Also if a referee fails the test, a retest opportunity
within our district is no longer permitted. In addition,
there are no one-day five hour clinics scheduled in
District 13. The certified instructor residing in the
district would be willing to conduct a one-day five
hour clinic if EPSARC would allow and he is also willing
to retest candidates who fail the test.
Rob Eaton of "Second To None", a US Club Soccer
program in Lock Haven (PA West), is now developing a
major soccer indoor/outdoor complex in Williamsport
(EPYSA). He has approached the NorCenPenn SL BOD and
asked them if they would be interested in using the
facility for league games/playoffs, etc. and if they
would like to convert the league to a US Club Soccer
League. The matter will be discussed at the NCP AGM
later this month."

Old Business: Tom wanted to remind everyone
that USSF is again putting pressure on everyone that
all their teams must be 100% affiliated with the federation.
Frank wanted to remind everyone to push the day camps.
A motion was made by Wim "That a player may play
for only one team during a tournament" Discussion
followed. Motion seconded by Joe. All Approved. This
will be put under the tournament policy rules.
New Business: Kathy reported on her breakout
meeting that they were going to revise the A, B, &
C License. Boys ODP all try-outs are complete. Kutztown
will be the sight for the Region 1 callback camp.
Kim reported from her breakout meeting that all Premier
League Teams would be notified by Christmas whether
or not they were accepted.
Good of the Game: On our website is a picture
of Landon Donovan who is representing Breast Cancer
Awareness Month, special pins can be purchased online
for that. Please have your membership send in nominees
for the different service award, info. is on the website.
Also, Union League with is accepting nominations for
their scholarship. Charlotte will be sending E-mail
out about it.
Akron Soccer League was approved for membership.
