Board of Directors Minutes

October 6, 2003

Present:  Rick Tompkins, Frank Olszewski, Kathy Helm, Tom Dougherty, Sue Hackett (D–1), Bob McDade (D-3), Jim Tragone (D-4), Greg Lebo (D-5), Wim Roset (D-6), Joe Marsden (D-7), Jim Kuntz/Dave Edgecombe (D-8),), Mike Hargrove (D-10), Laura Baranko (D-11), Marty O’Donnell (D-15), Kim DiFiore (D-17), Cindy Fields (SYRA), Charlotte Moran

Absent: Treasurer, VP Intramural, Registrar Districts –2, 9, 13, 14, 16

Call to order: President Rick Tompkins called meeting to order at 7:30pm.

Secretary/Minutes: Motion was made to accept the minutes from August 4, 2003 by Jim Kuntz. Second by Greg Lebo with the following correction: Remove uncertified referees are being used for recreation games.  Coaches are also being used. 

Minutes approved unanimously as corrected.

Executive VP: Frank had no report.

VP Travel:  Tom had no report.

VP Intramural; absent

Treasurer:  Rick read Ned’s reported as follows:

Ron Taylor has been hired to replace Mike Freed.  His first order of business will be to complete the books for the end of the fiscal year (August 31st) and produce preliminary management reports for the board which will be posted on website.  We will then prepare the books for the year-end audit. 

The financial condition is satisfactory at this time.

The installation of our new workstations in the office has been completed.  The installation of our new T-1 service has been completed and we have our new high speed Internet installed to our temporary Internet server. Verizon will complete the installation of our email service later this week, which will then enable us to complete our Internet service installation with them and allow al our workstations to use our new high-speed Internet service.   Charlotte reported that services should be up by end of this week.

Registrar report:  Rick reported on progress of registration program.   Also he requested we extend registration.  Motion was made to extend registration to 11/1/03 by Kim DiFiore. Second by Wm Roset. Passed unanimously

SYRA:  Cindy reported that she has only received information from five leagues on their assignors. She needs this information to give our officials.  Please send assignor name to Cindy ASAP.  Sue Hackett reported that Gordon Dunlap does IGSL & Dept of Rec.

Clinics: Just a reminder we have the following clinics:

Luzerne County Community College on November 9th.  

Eastern College on February 7th

Centerville Middle School on February 8th.

The cost for all 3 is $20.

Registration is now being accepted

Youth of the year applications are being accepted for 2004.

Check website for referee classes.

One official, and one assignor have a hearing for violations of the code of ethics. A letter of reprimand has been sent to three other officials for violation of code of ethics.

Joe Marsden asked about issues that happen after a game when the referees have already left. Is this a league or state problem?  Rick reported that it is league but should check leagues bylaws.

President’s Report:

Grievance Hearings: 

1)     Coach out of Vogt Club, UJSL was suspended

2)     West Chester – two parents fighting.  PAGS acted on the incident but since it was between parents that are being caution with this incident.

3)     There was a coach from Phila Soccer that was being very verbal to some young referees. Unfortunately from this event those young referees are not going to ref again.  League is taking appropriate action.

Women’s World Cup game:  Rick thanked all the volunteers and the office staff from EPYSA for all their hard work.  Charlotte did a great job with organizing the volunteers.  It was the best organized site for volunteers.

High School Classic:  LaSalle and Malvern Prep were in the final.  LaSalle won.

Consolation game was between Downingtown East and Council Rock.

ODP: Open tryouts have started but have had some weather problems.  Canceled tryouts have been rescheduled.  Numbers have been good.  US club members may tryout for ODP but must direct register with EPYSA.

Region I Meeting will be 10/17 – 10/19 in New York.  Executive Board will be attending.

President’s meeting on 10/10 – 10/11 in California.  Charlotte will represent EPYSA.  EPYSA preference for state cup games will be Saturday and Premier games on Sunday.

USSF – Board is going to take a vote in November to change age year to calendar year.  It will take effect next season if passed.  Rick is hoping they will grandfather teams in.

Office staff:  Pat Hoffman, receptionist, has resigned.  We will replace her position with a part-time person.

Executive Director’s Report:

Charlotte stated that we would get a championship game next year.  Rick feels that we will get a kick back from the Manchester United game.

Charlotte handed out information from Holiday Inn.  She gave everyone their First place gold card.

Indoor Cup application is on the web site online registration.  The deadline is November 30th.

If you are dual registered with US Club and EPYSA, it means you are primary on both no secondary passes.

If you are having a tournament make sure you do a dual sanction with US Club and EPYSA so players are covered for insurance.  This would be considered an unrestricted tournament.

EPYSA will be hosting a National Youth coach’s instructor course on December 5, 6, 7, and 12,13,14.  She needs a site please contact her if you have one available for those dates.

District Commissioners

 Districts absent – 2, 9, 13,14 16

No Report; 10, 17

District 1 – Sue asked if we were still having a league select festival.  Rick stated we would address that in old business.  Ann Noel’s brother Ron Thomas passed away.

District 3 – President Bush made a proclamation that September was national youth soccer month.  PA governor made a proclamation for September to be Soccer month also.    USYS is offering a Coaching membership for a year at $25.  Application is on USYS and EPYS web site.     District is quiet at this time.

District 4 – YMS Columbus Day tournament is coming up. Jim stated he is trying to organize a small-sided tournament.  He stated that small-sided games are a hit with the younger age groups.

District 5 – Greg stated that they are rescheduling games but other than that things are going well.

District 6 – Lehigh Valley last meeting was cut short due to power outage.

District 7 – Joe reported on Columbus Day tournament.  Joe thanked Charlotte and Bill Blaise for their job at the World Cup games. His girls had a great time.  Joe asked if there is any delay on the coach’s clearance with risk management.

District 8 – Jim reported on the Hempfield Fall Classic on 11/15. 348 teams will be participating.

District – 11 – Laura reported on the tournament that is taking place this weekend with 160 teams.

District 15 – Marty stated that the season is going well.  The Junior program will soon start.

Old Business

Tournament committee – Wim reported on their meeting.  He handed out the tournament guidelines that the committee recommends.  They model it off the New York West guidelines.  Rick asked everyone to take it back to review and we will vote at the next meeting.

Rick visited the fields at West Mont United.  He met with John Lafferty, State Representative, but the area is still zoned agricultural. 

Rick reported that the lawsuit against Mike Farrell is moving along. 

League Select Festival – Rick explained the pros and cons of the festival. We used it for limited ODP selection.  Age groups are U11 – U14.  We need 8 fields. District 11 will look into hosting.  Joe Marsden asked that the leagues not have to block out that weekend for play. 

Motion to eliminate ODP selection from select festival made by Bob McDade. Second by Kim DiFiore.  Passed Unanimously 

Motion to have all leagues that are not participating in league select festival can have league play that weekend was made by Wim Roset. Second by Dave Edgecombe.  Motion defeated with Bob McDade in favor of motion

Indoor Cup – U14 and older are touchline fields.  All age groups below will be using the sites with boards.

Dr, John Dunn, Sport psychologist will have a seminar in Upper Dublin on 10/10 from 6pm-8pm.

Lighthouse Soocer Club hosted a Special Olympics play day this past weekend.
