Board of Directors Minutes

August 4, 2003

Meeting called to order at 7:45 p.m.

Motion to accept the minutes of last month’s meeting made by Wim Roset and seconded by Marty O’Donnell.  Approved unanimously.

Executive Vice President:  no formal report.  Thanks to board for getting tickets for last night’s Man U game.

Charlotte discussed visit to West Mont United where they want to develop fields.  Property is now zoned agricultural development.  Met with State Senator Rafferty and members of the club.  Ron Mull noted the difference between variance and special exception.  Charlotte will keep Board updated as info becomes available.

Vice President of Recreation:  Bill reported that the online RG1 registration went well.  He is checking to see who is not in yet.

Treasurer:  Ned noted that he hoped to have the part-time bookkeeper in place by September.  He completed forms for the IRS and IRA.  Ned asked Tia to do the monthly report.

Registrar:  Online registration was up and running on June 26.  There are some glitches but these have been able to be worked out.  357 leagues/clubs completed RG1s. Donna checking into leagues that have not sent in.  Should be easier to meet October deadline.

Discussion was held on some of the questions concerning the program.  Donna will check these out with Youth Leagues.  She also noted that list of who purchased insurance will show on a drop down box.

Sue Hackett shared an email UJSL received regarding an injury. 

Donna noted that passes are good for one year.  Copies of the birth certificate shown now will be good for five years unless player goes out of league.  Registrars should look at the birth certificate and then return.  Rick asked that registrars really check the birth certificates.

Medical Releases do not have to be notarized.  Notarization is not required in Region One.  A tournament may request notarized releases and participants would have to comply.   Wim will discuss with Tournament Committee.

Risk Management:  If you send in a hard copy of the form, you will get the bottom portion back.  If you do on line, it gets marked approved but there is no email to club yet. Donna will check on all of this.  In June, Chris went online and marked those online approved.  She has been doing this continually.

Donna went to Reading-Berks meeting and discussed online registration.

Donna reported that the Executive Committee voted to expend $1250 to put ODP and indoor and outdoor cups online with fee to cover these.  The Executive Committee deferred in-house online program at this time and will wait until all “bugs” are out of travel portion and we check our registration numbers.  Donna will try to negotiate lower rate.  The program will not be ready for 2004-05.

Rick noted that he is happy with work that Donna and Youth Leagues have done.

Application to Host a Tournament received from Luzerne County.  Dates are September  13 and 14 and is open to recreation teams, U8, 9 and 10.  Approved.

SYRA:  Cindy reviewed the proposed tournament fees.  Motion to approve tournament fees with clarification of 25/30 minute halves made by Wim Roset; seconded by Sue Hackett.  Approved unanimously.  These figures are effective 2003-04.  Joe Marsden noted that more time is needed by the leagues to budget.  Rick commented that it took too long for parties involved to get done.

Cindy needs name of league assignor and where reports should be sent.  Please send to Cindy ASAP.  Please email to her at Cynthia.field@verizon.net.

ODP/Regionals:  Referee Tim Snyder chosen to go to nationals; six officials at ODP camp as referees in training.

Craig and Nate were on Man U game as ARs.  Referee registration for 2004 has been distributed.  Fee is $25 unless state or national referee.

Five hour training for referees is now required.  Four clinics are done.  Referees now must attend more than one meeting.  They can go to different chapters.

Training must be done by 12-31 for next year. (Calendar year—January to December).  Referee gets certificate from the Chapter saying referee was there.  If you were short and took the training now it would be for this year and referee would still have to do training for 2004.  Any questions, contact Cindy at above email address.

Jeff DeLuca said he will go out and do clinics.

All travel games must have a certified referee. Recreation referees can be grades 9, 10 or 11.

Charlotte reported on regionals, nationals and odp tournament.  Our 1988 boys won the ODP tournament and will represent the region at the national championship in March in Las Vegas.  She also noted the girls who made the regional pools.  Rick reported on the

Boys’ side.  He also explained the scrambled camps.

Mike Barr, Bill Tompkins, Rob Hurley and Tom Quintois went to the Man U Symposium (a benefit of the Man U ticket purchase).  Rick discussed the format of Man U and their young player program.

Rick reported on the lawsuit concerning Middletown Twsp. and Hulmeville SC.  Rick will contact Mike Farrell.

Rick encouraged the leagues to be flexible during the Women’s World Cup games to allow players and teams to attend.

Rick noted that the AGM is in two weeks in Chicago.  He suggested that members go to the www.usyouthsoccer.org web site and check out Choice Point, a risk management company that does background screening.  Rick has been lobbying state senators and the amendment regarding background checks has passed the senate and is in the house now.

Good of the Game:

Walt McClinton is doing better.  Ron D’Anjolell, former president of EPYSA, passed away.  Family is requesting donations to EPYSA in his memory.  Joe Due from Lehigh amateurs also passed away.

Greg Wilson got married in Italy and is now home coaching at Phila. University.

Any teams that want info regarding EPYSA/USCS and dual registering please call either Carol or Charlotte.  Rick noted that he will not at this time be doing a letter to the leagues.

A meeting of the Tournament Committee has been scheduled for 8-21.  A notice has been sent to all tournament directors noting the deadline for submitting applications to host.

Keystone Games

Philadelphia won in the 9/10th grade boys group; DelVal took the Jr. Girls gold medal.
