2016 AGM Recap


Eastern Pennsylvania Youth Soccer hosted its Annual General Meeting on Sunday, March 13th at the Philadelphia Marriott West in West Conshohocken.

More than 250 representatives from clubs and leagues were in attendance. If you couldn't make it down to the AGM, here's what you missed:
Bylaw Changes: Article VII Section 6
Proposed by Rick Tompkins & Chris Branscome

Only one bylaw change was proposed and adopted. It involved the language in the anti-recruiting rules.


No team, club, coach or player or any other person may approach a registered player to leave his club.  Refer to Arbitration Rules, Section VII for governing this offense

How it changed:

No team, club, coach or player or any other person may approach a registered player their parent(s) or legal guardian(s) to induce or attempt to induce the player to leave his or her current club.  Refer to Arbitration Rules, Section VII for governing this offense


The additional language added above is to make clear that a youth player may be represented by their parents or legal guardian for the purposes of registration, and therefore equally responsible for a player if or when approached to leave their current club.

To be consistent with US Youth Soccer Policy on Players and Playing Rules, Rule 201, Section 3 which states:

A youth player is registered for a seasonal year from the moment the player or the player’s representative executes the registration form and pays the appropriate fees. 


Elections were held for even-numbered District Commissioners as well as Registrar, Secretary & Vice President of Recreation. Special elections were held for vacancies in Districts 3 and 9. Here are the results:

Registrar: Jim Christian (Re-elected)
District 2 Commissioner: Jon Consadene (Re-elected)
District 3 Commissioner: Bryan Pollack
District 4 Commissioner: Bill Fuller (Re-elected)
District 6 Commissioner: Robert Rooney 
District 8 Commissioner: Lennie Brown (Re-elected)
District 9 Commissioner: Donna Outt
District 10 Commissioner: Julie Rusak
District 14 Commissioner: Geoff Andrikanich
District 16 Commissioner: Kurt Risch 


Richie Graham, part of the Philadelphia Union's ownership group, spoke about the club's new direction and Eastern Pennsylvania Youth Soccer's role in the organization's future. He also highlighted the Union's youth development pyramid and asked for not only the state association's help but also support from local clubs and leagues.

The Union open up its home schedule Sunday, March 20th against the New England Revolution. Eastern Pennsylvania Youth Soccer members can purchase discounted tickets to that game here with the promo code "EPYSOPENER."

Bethlehem Steel FC, Nationwide Insurance, Wilson Trophy, Dick's Sporting Goods & Angelo's Soccer Corner also sent representatives to the AGM. Wilson Trophy gave out a signed pair of Pele cleats to one lucky winner, newly elected District 10 Commissioner Julie Rusak. 

State of the Game

After CEO Chris Branscome discussed registration numbers he passed the microphone to Technical Director Mike Barr. Barr outlined the US Soccer Youth Development Initiatives. He explained the ban on heading, the build-out line, roster sizes & coaching points for each age group.

Coaching Education

Assistant Technical Director Gary Stephenson emphasized the state coaching staff's desire to work with individual clubs to help them develop coaches from within. He also talked about resources available to coaches, including the DCC, training session plans & the Evolving Game.

Departing District Commissioners

Eastern Pennsylvania Youth Soccer presented honorary plaques to retiring District Commissioners John Kukitz (District 6) and Phil Frederick (9). We thank them for their service.

Perpetual Trophies

Eastern Pennsylvania Youth Soccer announced that for the first time in its history it would introduce perpetual trophies for State Cup winners. They will be named for the four luminaries listed below:
